The MedLEaPR (Medico Legal Examination and Post Mortem Reporting) portal—developed by the National Informatics Centre (NIC), Haryana — is a major e-governance initiative that digitizes and standardizes medico-legal procedures across India. It serves as a unified platform connecting medical officers, hospitals, law enforcement agencies, and the judicial system to generate, store, and transmit critical legal-medical documentation.

Historically, paper-based medico-legal reporting was plagued by delays, lost documents, chain-of-custody gaps, and legibility issues. Modern criminal justice demands a digital approach:

• Strict Statutory Timelines (POCSO Cases): Cases involving the Protection of Children from Sexual Offences (POCSO) Act demand immediate action. Physical file movements often cause bottlenecks. • Automated Workflow: When an incident occurs, police generate a digital requisition request on CCTNS. It transmits directly to the designated hospital on MedLEaPR.

• Zero Physical Transit Delay: Once the medical officer completes and e-signs the report, it instantly routes back to the CCTNS portal, accessible to the IO.

Synergy with New Criminal Laws (BNS, BNSS, BSA)

The implementation of India’s criminal codes—Bharatiya Nyaya Sanhita (BNS), Bharatiya Nagarik Suraksha Sanhita (BNSS), and Bharatiya Sakshya Adhiniyam (BSA)—makes systems like MedLEaPR essential:
